Data Scientist Supervisor
Job Description
Oversee end-to-end data science delivery and help set enterprise analytics direction for the County.
Responsibilities
- Plan, organize, supervise, manage, and evaluate complex data science assignments; develop, implement, and monitor projects from inception through implementation to meet objectives and outcomes
- Plan, assign, and review the work of data scientists and analysts to ensure accuracy, completeness, and alignment with business needs
- Ensure section products and services continue performing as desired over time; direct updates and modifications as needed
- Collaborate with IT group and program managers to identify departmental or divisional business needs and strategically important issues
- Implement enhancements to existing systems, recommend alternative systems, and support development of data engineering, data modeling, and data science solutions as appropriate
- Work with a governance board and executive committees to define the organization’s overall vision and strategy for data analytics
- Support development, implementation, and evaluation of divisional/departmental initiatives, strategies, and operational objectives using big data
- Promote measurability in strategic planning and operations so analytics and evaluation are built into program design
- Lead solution development activities, including:
- Quality assurance and maintenance of data sets integrated from multiple sources
- Exploratory data analysis
- Model creation, testing, and deployment
- Presentation of findings
- Consultation with program managers on operationalization and model fidelity
- Direct development of technical reports, dashboards, data briefs, white papers, and publications, including advanced data visualization tools
- Partner with IT data engineers and architects to develop and maintain large-scale databases focused on completeness, accuracy, and utility
- Supervise and participate in quality control checks of ETL for large-scale structured, unstructured, and streaming data
- Advise divisional/departmental managers on capability gaps in data science technology and infrastructure; recommend plans for growth through adoption of new methods and technologies
- Build solutions applying machine learning techniques to address complex business problems and derive actionable insights that improve decision-making confidence
- Recommend infrastructure needs and analytic competencies; participate in project selection to support the County, department, or division data science strategy
- Stay current on data science best practices; mentor staff and ensure ongoing training/professional development across required techniques
- Act as a technical resource for divisional/departmental managers on data-driven program design and management, translating data science knowledge into improved business outcomes, efficiency, and effectiveness
Requirements
- Two (2) years of experience leading development and application of methods to identify, collect, process, and analyze data using advanced statistical prediction, inference, and optimization; provide ongoing support to decision makers for data-driven program design and management at a level equivalent to the Los Angeles County class of Senior Data Scientist
- OUT-OF-CLASS will not be accepted; NO WITHHOLD will be allowed (required education and experience must be fully met at time of filing and clearly indicated on the application)
- Valid California Class C Driver License or ability to use alternative transportation when needed for essential job functions
- Physical Class 2 – Light: administrative and clerical work requiring light physical effort, occasional light lifting up to 10 pounds, and some bending/stooping/squatting; considerable ambulation may be involved
Desirable Qualifications
- Experience applying data science methods within healthcare-related projects, including work with HIPAA-covered protected health information
