Role overview
As a Data Analyst for the Homelessness, Housing and Support Services Administration (HHSSA) within Minnesota DHS, you will conduct research, perform data analysis, and generate reports to support program evaluation, policy development, and evidence-based decision making for homelessness and housing programs.
Responsibilities
- Lead and support research, program evaluation, performance measurement, and data analysis for HHSSA programs such as Housing Support, cash assistance, Medical Assistance, and other homelessness initiatives and grants.
- Collect, compile, validate, manage, and analyze data from multiple sources to support operations, evaluation, policy development, accountability, and program integrity efforts with a focus on quality control and compliance.
- Develop recurring and ad hoc reports, dashboards, visualizations, and data summaries; respond to information requests from HHSSA staff and leadership, other DHS divisions, legislators, county and tribal partners, state agencies, and community stakeholders.
- Support research and evaluation projects by aiding data collection, analysis, and the preparation of findings, reports, and recommendations.
- Assist in developing, monitoring, and refining program performance measures and outcome metrics in collaboration with policy staff, management, stakeholders, and other decision-makers.
- Communicate technical information and analytical findings through reports, presentations, dashboards, and related products to support data-informed decisions.
- Promote data quality, consistency, and accessibility by documenting data sources, methodologies, processes, and reporting procedures; provide technical assistance and contribute to continuous improvement efforts across HHSSA.
Requirements
- Three years of experience in data analysis, research, program evaluation, performance measurement, or related work.
- Practical knowledge of housing and support service programs or homelessness grant programs.
- Experience with data management, reporting, research projects, or program evaluation activities.
- Experience collecting, cleaning, validating, transforming, or interpreting data.
- Basic proficiency with data analysis and visualization tools such as SQL, R, Tableau, Power BI, or Excel.
- Experience communicating analytical findings through reports, presentations, dashboards, or data summaries.
- Bachelor’s Degree in Statistics, Data Science, Psychology, Human Services, Social Work, Public Health, or related fields may substitute for one year of work experience.
- Master’s Degree in Statistics, Data Science, Psychology, Human Services, Social Work, Public Health, or related fields may substitute for two years of work experience.

Preferred qualifications

- Advanced proficiency with relational databases and data analysis tools like R or SQL.
- Ability to translate technical information for non-technical audiences.
- Experience supporting surveys, focus groups, or other data collection efforts.
- Experience analyzing data related to Minnesota Health Care Programs, HCBS, Medicaid claims, cash and food assistance programs, or grant-funded programs.
- Knowledge of data privacy, confidentiality, and security requirements.
