Job Description

Alta Planning + Design seeks a Civic Data Analyst (Sustainable Mobility) to advance data-driven, place-based transportation initiatives in Portland, Oregon. The role focuses on data analytics, GIS, and visualization to support active, multimodal, and sustainable mobility projects within a hybrid work setting.

Responsibilities

  • Act as a technical expert and analytical lead across multiple disciplines, project types, and regions.
  • Develop prototypes of repeatable analyses using R, Python, and GIS to advance place-based sustainable mobility solutions.
  • Foster an entrepreneurial approach to analytics over time through staff training, research, tool development, and custom web applications.
  • Collaborate with Alta’s diverse disciplines to understand data analytics needs, priorities, and expectations, promoting a data informed decision making culture.
  • Lead the creation of new analytical products aligned with the firm’s objectives and multidisciplinary practice.
  • Work closely with planners, designers, and engineers on data analysis and visualization tasks to deliver scalable mobility insights.
  • Contribute to data analysis and visualization components of client projects and R&D efforts using advanced methodologies.
  • Address mobility and access challenges through innovative analytical approaches.
  • Articulate data driven narratives through reports, technical memos, and presentations.
  • Identify labor-intensive processes and opportunities to streamline and automate analyses to generate organization wide value.
  • Contribute to a range of projects including active transportation plans, safety action plans, complete streets planning, safe routes to school, new mobility plans, and economic benefit studies.
  • Maintain a community focused perspective by advancing solutions that inform narratives about people, address multifaceted goals, prepare communities for change, and support a more just transportation system.

Requirements

  • Bachelor’s Degree in Statistics, Mathematics, Computer Science or another quantitative field with demonstrated experience in the transportation planning field.
  • Or Bachelor’s Degree in Planning, Landscape Architecture, Environmental Sciences, or Engineering with some experience in software development and/or data science.
  • Proficiency in Python and/or R, and SQL.
  • Strong background in quantitative analysis, including data analysis, cross tabulation, and data interpretation to inform evidence-based decision making in planning and design contexts.
  • Solid understanding of databases, GIS, coding, and advanced transportation planning concepts.
  • GIS proficiency across open source tools (PostGIS, QGIS, geopandas) and the ESRI suite (ArcGIS Pro, Spatial Analyst, Network Analyst).
  • Ability to create informative data visualizations through code (D3, ggplot, matplotlib, plotly, kepler.gl, etc.).
  • Experience designing, implementing, and documenting analytical solutions using code, with the capability to execute an analysis entirely in code.
  • Familiarity with data specifications and acronyms such as OSM, MDS, GTFS, GBFS, GPS, CDS.
  • Proficiency in MS Excel, Word, and PowerPoint.
  • Strong written and verbal communication skills.
