Data Analyst 3

The New York State Department of Financial Services is seeking a Data Analyst 3 to support complex analytical projects and trusted data capabilities within the Technology Bureau.

Responsibilities

• Partner with cross-functional teams to support and deliver complex analytical projects, develop data-driven solutions, and address business problems
• Oversee the creation of informational materials and technical documentation, including data definitions and supporting documentation for analytics solutions
• Deliver data solutions, tools, and capabilities that enable self-service analytics and help data consumers access and use trusted data
• Develop and implement methods, standards, and procedures to produce accurate, consistent, and efficient data analysis
• Clean, transform, integrate, and manage large datasets from multiple sources while ensuring accuracy, integrity, completeness, and reliability
• Supervise, mentor, and provide technical guidance to a team of Data Analysts
• Review prepared data sources and datasets to confirm accuracy, completeness, consistency, and alignment with business requirements
• Collaborate with the Data Warehouse team to define and validate source-to-target mappings, transformation rules, and business requirements for reporting needs
• Develop and implement data migration strategies, including source-to-target mapping, transformation, validation, reconciliation, quality assurance, and post-migration verification
• Work with the Data Architect to develop data strategies, analytical capabilities, and architecture direction aligned with division goals and enterprise data objectives
• Coordinate with the Data Governance team, Data Stewards, Data Owners, and business partners to promote trusted data and maintain accuracy, consistency, standardization, and proper use of enterprise datasets
• Support data governance initiatives by contributing to data definitions, metadata, data lineage, data quality standards, and data stewardship practices
• Evaluate existing data processes and recommend improvements to enhance data quality, accessibility, efficiency, and reliability
• Travel may be required up to 10%
• Other duties as assigned

Requirements

• Nine (9) years of experience in data visualization, and statistical models and data mining tools, plus satisfactory completion of a two-year traineeship
• OR Six (6) years of experience in data visualization, and statistical models and data mining tools
• Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience
• Substitution: A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of general experience
• Substitution: A Ph.D. in these fields may substitute for two years of general experience

Benefits

• Starting salary: $111,708 with periodic increases up to $137,590
• Additional $4,150 annual downstate adjustment for eligible locations (New York City metropolitan area, and Suffolk, Nassau, Rockland, and Westchester Counties)

Appointment Method

• Non-Competitive: Nine years of experience in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience in data visualization, and statistical models and data mining tools

Minimum Qualifications

• Appointment Status: Permanent

Salary: USD 111,708 - 137,590 per yearly
