Job Description

Northern Wasco PUD is looking for an Energy Data Analyst I to join the Power Resources Department on site in The Dalles, Oregon. The role centers on energy supply analytics, building and maintaining databases and automated data pipelines, and delivering data-driven insights to support settlements and strategic decision-making.

Responsibilities

  • Deliver power market analytics and ongoing monitoring to back Power Resources operations, planning, and decision-making.
  • Analyze electric load and resource data across hourly to annual intervals related to settlements with counterparties; organize data and assist with reconciliation reporting.
  • Develop, update, and maintain databases, software, and reporting tools that support essential Power Resources data workflows.
  • Design and maintain complex SQL queries and data models; administer and support relational database management systems.
  • Architect, implement, and oversee ETL processes and around-the-clock data pipelines; troubleshoot data quality, availability, and performance issues.
  • Create dashboards and visualizations; compile, validate, and distribute KPI reports and ad hoc reporting.
  • Apply statistical modeling and analysis to structured and unstructured datasets; identify trends and present results through reports and presentations.
  • Develop and maintain data integrations and APIs to collect large time-series datasets from internal and external sources.
  • Collaborate with end users to understand data needs, document technical requirements, and deliver solutions under tight deadlines.
  • Prepare written and verbal recommendations to support strategy and operations aligned with district goals.
  • Participate in cross-functional initiatives and special projects to improve systems, workflows, controls, and reporting.
  • Maintain confidentiality of sensitive information and exercise professional judgment and discretion.

  • Perform duties safely and in compliance with regulations and safety protocols.

Requirements

  • Proficiency with SQL and experience with relational database management systems
  • Experience with ETL tools
  • Object-oriented programming and Python
  • Git and GitHub familiarity
  • Windows and Linux environments
  • Microsoft Excel proficiency
  • Experience with EDRMS and the Microsoft Office Suite
  • Strong organizational, analytical, and communication skills
  • Strong technical writing and oral presentation abilities

Secondary Functions

  • Serve as backup support for Data Analyst II or other analytics roles to reduce single points of failure
  • Performs other Power Resources Department duties in the absence of assigned personnel
  • All PUD employees may be required to work outside normal business hours during emergencies or for special projects

Education/Experience

  • Bachelor’s degree in computer science, data science, mathematics, statistics, physical science, natural science, engineering, or a related field
  • One to two years of professional experience or advanced academic study in data analytics, business intelligence, software development, or a related area
  • Experience supporting an electric utility, energy market analytics, settlements/reconciliations, SCADA, or energy/financial reporting systems is preferred
