Health Data Scientist
Job Description
State of Illinois, Department of Human Services is hiring a Health Data Scientist to lead evaluations and service research studies for the Division of Behavioral Health and Recovery.
Responsibilities
- Serve as a Health Data Scientist for the Division of Behavioral Health and Recovery (DBHR).
- Analyze descriptive and service utilization data collected from DBHR vendors, other service providers, and individuals receiving services.
- Support planning for service delivery, purchase of services, and enhancement of services using SPSS, SAS, TOAD, and/or Crystal Reports.
- Conduct evaluations and service research studies, including modifying and adapting service delivery, data collection, and reporting methods used by DBHR staff and vendors.
- Develop innovative research designs for data collection, analysis, extraction, and interpretation related to implementation of Clinical Operations.
- Plan and execute research, literature reviews, and evaluation projects.
- Make authoritative and final technical decisions about evaluation and research design, including data collection and analysis methodologies.
- Interpret results of statistical analyses involving complex and subtle interrelationships; provide sophisticated advice and recommendations using statistical methodology.
- Test computer programs used for research and evaluation to verify analysis results are valid, consistent, and reliable.
- Recommend initiation or modification of technical or administrative policy based on final analysis results from evaluation and proposed projects/studies.
- Serve as project leader to coordinate larger projects and verify completion within established timeframes.
- Develop narrative reports to communicate results of studies and analyses.
- Perform other assigned duties within the scope of the listed responsibilities.
Requirements
- Knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in statistics, computer science, mathematics, economics, and related fields.
- Two (2) years of progressively responsible experience in developing and applying research designs and statistical methods/techniques, preferably in job-related subject matter.
Preferred Qualifications
- Two (2) years interpreting results of multivariate, correlational, and descriptive analyses of services provided to consumers receiving mental health services.
- Two (2) years evaluating effectiveness and quality of services for a public or private organization.
- Two (2) years using statistical programs such as SAS and/or Crystal Reports to run analyses and create statistical, scientific, and narrative reports.
- Two (2) years preparing narrative and statistical reports communicating results of complex data analysis studies.
- Two (2) years developing and applying complex research design techniques to social and economic data.
- Two (2) years working with program development, modification, and testing to verify results and analysis generated are valid, consistent, and reliable.

Work Location and Schedule
- Location: Springfield, IL 62703 (hybrid)
- Headquarters: 600 E Ash St, Springfield, Illinois, 62703
- Work Hours: Monday-Friday, 8:30am-5:00pm; 1-hour unpaid lunch
- Anticipated Hybrid Availability: Report to headquarters as necessary based on operational need (could be weekly, monthly, or other schedule)

Compensation
- Salary: USD 70,008 - 99,684 per year
