Performance Management and Data Analyst II, Grade N25

Montgomery County invites you to join a collaborative, data‑driven team dedicated to aging and disability services. This onsite role in Rockville, Maryland combines performance management, data analysis, and program evaluation to support compliance and improve service delivery. The position offers a competitive salary range of USD 83,556 – 134,086 per year and the opportunity to influence programs through actionable insights and cross‑agency collaboration.

Responsibilities

• Lead the Older American Act Performance System OAAPS and Area Plan processes to ensure compliance with the Older Americans Act.
• Provide insights to identify trends, address disparities, guide resource allocation, and improve service delivery.
• Support audits and grants, and equip staff with tools and training to maintain high reporting standards.
• Provide Contract Monitoring oversight of county, federal, and state programs by reviewing performance, service delivery, data accuracy, and regulatory and contractual compliance.
• Analyze client‑level and program‑level data by accessing and extracting information from county, state, and federal electronic databases and reporting platforms.
• Coordinate cross‑program data collection, validation, reconciliation, and submission; serve as liaison with MDOA and federal partners.
• Develop dashboards, reports, visualizations, and technical or narrative summaries for leadership, programs, and contracts.
• Support data infrastructure, integration, automation, and quality initiatives in collaboration with IT and program teams.
• Lead quality reviews and staff training on reporting tools, metrics, and compliance requirements.
• Provide analytical support for grants, performance‑based contracts, and strategic initiatives.
• Support the development and analysis of program surveys by assisting with survey design, question development, and data collection methods.
• Analyze survey responses to identify key themes, trends, and areas for program improvement.
• Develop and facilitate focus groups to gather qualitative feedback from clients, caregivers, staff, and community stakeholders; design protocols, recruit participants, coordinate logistics, capture themes, and synthesize findings into actionable recommendations supporting planning and service improvements.
• Perform other job‑related responsibilities as assigned.
• The candidate is expected to perform the majority of responsibilities independently and may need to work at locations outside the office.
• Occasional evening and weekend hours may be required.
