Overview

We are seeking a Senior Data Analytics and Application Developer to support the Navy International Program Office’s Security Cooperation Data Management organization. The role concentrates on system modernization, development, process improvement, and data analytics. This is a full-time, on-site position located at the Washington Navy Yard in Washington, DC 20003.

Note: The education and experience requirements are prescribed by the contract and are not negotiable. Applicants must meet both minimums to be considered.

Duties and Responsibilities

The Senior Data Analytics/Application Developer will deliver data analytics and application development services, emphasizing innovative solutions, automation, and self-service capabilities to convert data into actionable intelligence for analysts and decision makers. Work will be guided by a designated on-site Government Lead, with tasking, milestones, and deliverables defined accordingly. Responsibilities include:

  • Extract from authoritative sources within central data platforms to create innovative solutions.
  • Promote data accessibility and analytics capabilities within the NIPO organization through data tools and self-service products.
  • Design, implement, document, and maintain automated dashboards, data pipelines and workflows, custom-built applications, and ad-hoc reports.
  • Provide analytics and application development and maintenance for current and future systems, including building new applications or upgrading existing ones to current or alternative technologies based on user requirements; document the processes and functionality.
  • Deliver documentation and training to users of the applications.
  • Review new and existing code to ensure absence of security vulnerabilities.
  • Assess technology limitations, provide expert guidance to the Government lead, and develop technology per requirements; advise on policy and governance of developed or utilized applications.
  • Ensure compliance with applicable DoD and DoN instructions, directives, and policies governing information technology, data management, and application development.

Security Clearance

A current active Secret clearance is required.

Education and Experience

  • Bachelor’s degree in a quantitative or technical field such as computer science, data analytics, or software engineering.
  • Ten years of relevant hands-on experience with a strong portfolio, combining specialized technical and soft skills in areas such as development and modernization of technology systems, automation of processes, and assessment of enterprise-wide systems to enhance business processes. This includes experience with technology solutions related to data calls and the creation of technical papers on strategic goals and protocol issues. Ability to identify friction or barriers through continuous process improvement and provide timely recommendations to management, including support in the development and modernization of security cooperation systems and knowledge management.
  • Knowledgeable in DoD Advanced Analytics (ADVANA) and DoN Jupiter analytics Platform as a Service (PaaS), including developing dashboards, maintaining data integrity, and ensuring pipeline stability across the Advana/Jupiter Dataverse.
  • Experience with diverse languages, technologies, and software such as Qlik, Tableau, Databricks, Python, SQL variants (DDL, DML, DCL, TCL, PL/SQL, T-SQL), R, Power Apps, Power Automate, Power BI, Oracle, ColdFusion, C#, .NET, Adobe Creative Suite, CSS, HTML, and Java.
  • Experience with development, design, programming, branding, documentation, training, complex data models, configurations, access controls, and basic taxonomy.

Compensation

Salary range: $155,000.00 to $165,000.00 per year.

Location

Washington, DC 20003. This is an on-site, full-time position at the Washington Navy Yard.
