Job Description
Temporary Bond Funded opportunity in Portland, OR (onsite) focused on HR analytics and HR systems. This Exempt role (FTE 1.0, 260 work year) supports the district’s Human Resource Information Management System (HRIS/HRMS) through implementation, reporting, testing, and upgrades, serving as a technical point-of-contact for district and HR planning/operations.
Compensation: $100,326 - $119,794 per year. Anticipated end date: 9/30/2028. Location: Prophet Center.
What you’ll work on
You will analyze, manage, and lead processes that support delivery of district and departmental technology solutions, with primary focus on the HRIS/HRMS. The work includes ensuring data integrity, validating system changes, producing reports, and partnering across HR and IT to keep the system running reliably while enabling process improvement.
- Analyze and lead implementation, support, and maintenance activities for Human Resource Information Management System (HRIS/HRMS).
- Serve as a technical point-of-contact for information systems that support district and HR planning and operations.
- Collaborate with subject matter experts to support testing of changes, data flow analysis, and opportunities for improvement.
- Support system upgrades, patches, testing, and other assigned technical projects.
- Administer and maintain system tables, technical processes, and queries; apply HR functional knowledge to optimize HR information systems.
- Troubleshoot system functionality and data output; coordinate with vendors and system users regarding testing and resolution.
- Review system functionality and performance, make recommendations, and engage district/department leadership on system needs and optimization opportunities.
- Manage maintenance, review, testing, and implementation of system upgrades/updates, including timelines and end-user communication.
- Develop and maintain data tables and configurations as business processes evolve; perform batch updates and enable data extraction in user-friendly formats.
- Evaluate staffing support and training needs, ensuring training is developed, provided, and updated when systems change.
- Process and audit data, access levels, and parameters; create, update, and inactivate user and system records based on policy.
- Ensure data integrity using quality assurance methods; formulate complex queries and produce/analyze data reports for decision-making.
- Lead and support business process improvement, documentation, training, and policy/procedure development related to department technology systems.
- Develop and deliver training guides, documents, and classes for relevant ERP modules and department-specific solutions; provide technical assistance to district staff with varying technology literacy.
- Use HR information system data to extract and analyze current, historical, and forecasted information for strategic workforce planning.
- Stay current on technology changes and related state/federal/district rules and policies, including participation in conferences and trainings.
- Maintain awareness of collective bargaining unit contract changes; support bargaining assessment and strategy through data analysis.
- Demonstrate commitment to the Portland Public Schools Equity Initiative, including knowledge and application of the district Racial Educational Equity Policy and other board policies; participate in related staff development, in-services, and trainings.
- Perform related duties as assigned.
Requirements
- Knowledge of Enterprise Resource Planning (ERP) business management software and tools such as PeopleSoft or SAP.
- Knowledge of database and basic programming concepts, including database tables, relations, and data types/values.
- Basic programming language concepts for querying or managing data in a relational database management system, such as Visual Basic or SQL.
- Proficiency with Microsoft Office Suite (word processing, spreadsheet, database, and presentation), including advanced Excel.
- Techniques and principles of high-quality customer service.
- Project management tools and technologies; change management strategies.
- Oral and written communication techniques; report preparation and presentation methods.
- Knowledge of applicable district policies and procedures related to the department’s business objectives, and relevant local, state, and federal laws, codes, rules, and regulations.
- Ability to develop tables, databases, queries, and spreadsheets; accurately generate, validate, and report data from multiple sources.
- Ability to run moderately complex queries using basic SQL or similar interfaces; analyze, manipulate, and present data.
- Ability to communicate effectively orally and in writing, maintain confidentiality, and exercise discretion and good judgment.
- Ability to read, understand, interpret, apply, implement, and communicate complex technical material.
- Ability to translate business needs into system requirements and stay current on software/system upgrades, usage, and data manipulation techniques.
