Data Analyst
Job Description
The HART & RISE Data Analyst at Harris County Public Health supports the Community Health and Violence Prevention division by managing the full lifecycle of data analytics and delivering actionable insights. The role covers data collection, management, analytics, visualization, and reporting to help address root causes of violence.
Responsibilities
- Manages the end-to-end data analytics process, from gathering requirements through reporting findings, to ensure accuracy and efficiency.
- Uses tools including Excel, SQL, R, Python, PowerBI, and ArcGIS to support data collection, management, cleaning, analysis, and visualization.
- Identifies, develops, and implements data analytics products that support strategic initiatives, projects, and evaluation efforts to strengthen decision-making.
- Provides prompt responses to ad-hoc data requests, enabling data-driven decisions across departments and teams.
- Assists with emergency event response through special tasks as assigned, contributing to an agile and adaptive organizational approach.
- Builds and maintains relationships with internal and external stakeholders to align analytics with organizational goals and requirements.
- Conducts research, analyzes data, and communicates findings through comprehensive reports and dashboards or other reporting formats.
- Creates presentations to communicate findings and recommendations as needed.
Required Qualifications
- Bachelor’s Degree.
- Two (2) years of experience on data projects involving data collection, management, query, cleaning, analysis, and visualization.
- One (1) year of experience using Excel, SQL, R, Python, and PowerBI (or similar data tools).
- Knowledge of Excel, SQL, R, Python, and PowerBI (or similar tools) for data analysis.
- Excellent written and verbal communication skills.
- Proficiency in navigating and resolving complex issues.
- Ability to operate as a proactive self-starter, initiating tasks independently.
- Proficiency in collecting, maintaining, analyzing, and presenting data effectively.
- Proficiency in commonly used office computer programs, including Microsoft Office applications.
- Ability to coordinate workflow to support efficient service delivery.

- Knowledge of or experience with community violence intervention (CVI), alternative 911 response, violence prevention, or related community-based public safety and public health initiatives.

Position Details
- Full-Time Position
- Typical hours: Monday through Friday, 8:00 am to 5:00 pm
- May require periodic overnight travel and long hours or overtime during emergencies or disasters.
- May require occasional after-hours support and maintenance of technical systems.
Work Environment and Location
- Work environment: typically office-based; may require infrequent travel and interaction with the community at public events.
- Work location: Harris County Public Health, 1111 Fannin St., Houston, Texas 77002.
Physical Demands
- Largely sedentary role; some duties may require the ability to lift up to 20 pounds and bending or standing for periods of time.
