Data Analyst and Visualization Specialist
Job Description
DevTech Systems, Inc. is seeking a Data Analyst and Visualization Specialist to support the Department of State foreign assistance activities under the ADVISE 2.0 contract. In this hybrid role based in Washington, D.C., you will work with the Foreign Assistance Oversight (FAO) Bureau’s Data and AI team, turning complex operational, financial, and programmatic data into clear insights for technical and non-technical audiences.
This contract position emphasizes data quality, visualization development, and practical analytics that can inform policy, resource allocation, and program design.
What you’ll do
- Explore and analyze complex operational, financial, and programmatic datasets to identify patterns, anomalies, and trends
- Query databases and support data quality through validation, verification, and standardization across multiple data sources
- Create visualizations using Tableau, PowerBI, and other applications to produce clear, accurate, and appealing presentations
- Use automation and AI tools to improve efficiency and productivity, including assisting clients in applying similar approaches
- Deliver actionable insights that support policy, resource allocation, and program design
- Support predictive analytics or light machine-learning workflows where appropriate
- Communicate analytical findings clearly to technical and non-technical audiences
- Act as a subject-matter resource for data best practices, including how to access, interpret, and apply available datasets
- Partner with clients to understand data needs and translate them into analytical or technical solutions
- Provide training, informal guidance, and practical tools to staff who use data for decision-making
- Maintain flexibility in a small, fast-moving team by taking on adjacent responsibilities as needed to meet project goals
- Engage in continuous learning about new data technologies and how they may be applied for Department of State clients
- Model behaviors in compliance with Department of State and contractor policies to foster a non-hostile work environment free of discrimination, bias, unfairness, exclusion, offensive behaviors, and harassment
Required qualifications
- Bachelor’s degree in Data Science, Computer Science, Economics, Statistics, Information Systems, or a related field
- Experience with exploratory data analysis, statistical analysis, and dashboarding
- Strong experience with Tableau or PowerBI
- Solid knowledge of Python or R
- Experience with automation and AI tools and their judicious use to increase efficiency and productivity
- Team-oriented approach with the ability to work independently
- Ability to explain complex concepts to diverse stakeholders
- Multi-tasking and time-management skills, including prioritization
- Excellent interpersonal skills
Preferred qualifications
- Master’s degree or equivalent experience
- Familiarity with data engineering approaches, including pipeline management, ETL/ELT, SQL, and cloud tools
- Familiarity with cloud environments and platforms such as Azure and Databricks

Location, pay, and security
- Location of performance: Washington, D.C. with the possibility of remote work, pending approval
- Compensation: USD 80,000 - 135,000 per year
- Job type: contract
- U.S. citizenship required to qualify for the required U.S. government security clearance for this project (dual nationality or additional citizenships will not disqualify applicants)
