Job Description
CalOptima Health seeks a Sr Clinical Data Engineer (ITS Architect III) to design, build, and support a clinical reporting data foundation used for operational reporting, regulatory reporting, Power BI dashboards, self-service analytics, and future AI-enabled analytics.
Role Location and Telework
Orange, CA (hybrid). Approved for Partial Telework, with requirements to work within California and to come to the Main Office in Orange, CA at least two days per week.
Key Responsibilities
- Support a mission-driven culture focused on customer service, consistency, dignity, and accountability.
- Assist the team with department responsibilities and collaborate to support short- and long-term priorities.
- Apply source-system expertise by contributing source-to-target mappings and validation logic to silver-layer conformed clinical models.
- Design, build, and maintain gold-layer clinical reporting marts sourced from enterprise conformed silver models.
- Partner with the Enterprise Data Warehouse and platform teams to co-develop clinical analytics solutions on Snowflake and modern data platforms such as Databricks and Microsoft Fabric, embedding data quality, lineage, audit, and compliance requirements into engineering workflows aligned with enterprise data governance.
- Analyze clinical data from sources including MySQL databases, flattened tables, vendor extracts, APIs, and other clinical platforms to translate structures into scalable models and reporting-ready data products.
- Define and implement data quality, reconciliation, validation, lineage, exception management, and production-support processes for clinical reporting assets.
- Develop and document clinical metric definitions, semantic-layer requirements, and reporting logic for Power BI, Snowflake, and AI-ready analytics use cases, and contribute definitions to the enterprise business glossary maintained by Data Governance.
- Participate in development of business and functional requirements for reports.
- Design, develop, test, and implement reports and dashboards, along with ETL, to fulfill business requirements.
- Support users with reporting and analysis activities and tools.
- Create and maintain technical and business-facing documentation, including data dictionaries, source-to-target mappings, entity and metric definitions, transformation logic, and lineage.
- Collaborate with clinical stakeholders, business operations, analysts, data warehouse, BI developers, and IT teams to validate outputs, resolve discrepancies, and ensure reports and dashboards align with operational and regulatory needs.
- Support user training, testing, documentation, and the rollout of reports and end-user reporting tools.
- Maintain knowledge of business processes and application design and understand cross-functional relationships and their use of information.
- Perform other duties as assigned.
Required Qualifications
- Bachelor’s degree in computer science, information systems, data engineering, healthcare informatics, or a related field plus 8 years of professional experience in data engineering, analytics engineering, data architecture, business intelligence engineering, or clinical reporting. An equivalent combination of education and experience may be qualifying.
- 5 years of experience working with healthcare payer data.
- 5 years developing SQL-based transformations, reporting datasets, stored procedures, or equivalent data models, and reports using enterprise BI tools such as Power BI, Tableau, SSRS, or comparable platforms.
- 7 years hands-on experience designing and building data models, pipelines, SQL transformations, data quality controls, and reporting-ready datasets, including support for enterprise reporting, operational dashboards, regulatory reporting, or clinical analytics.
- 7 years experience with utilization management, including prior authorization and inpatient/outpatient authorization, care management, appeals, delegated network reporting, or regulated healthcare payer data and reporting.

Preferred Experience
- Experience with Snowflake, modern ELT/ETL architecture, and orchestration tools such as dbt, Python, GitHub, Control-M, or SSIS.
- Experience with Power BI, semantic models, DAX, canonical data models, dimensional models, data marts, data dictionaries, and source-to-target mappings.
- Experience with Medicare, Medicaid/Medi-Cal, commercial lines of business, healthcare interoperability standards (FHIR, HL7, X12), CMS interoperability requirements, data governance, metadata, lineage, and audit-ready reporting.

- Current hiring range: Pay Grade 316: $120,881 - $193,410 (58.12 - 92.9856).
