Global Service Resources invites a remote Data Engineer contractor to join a specialized effort supporting LA County, focusing on moving legacy data into modern target systems. Responsibilities
- Under the guidance of an IT Manager or agency staff, perform data extraction, analysis, mapping, and conversion activities. This includes profiling, cleansing, transforming, validating, and loading data from multiple legacy systems into the target solution while preserving data integrity and reconciliation.
- Help define data requirements, support cross‑agency coordination, and ensure converted data meets the needs of business users.
- Support coordination across organizational units, assist with planning and communication of data conversion activities, and contribute to issue identification and effective information flow among stakeholders.
- Facilitate knowledge transfer or training to ensure staff understand and can work with the converted data.
Requirements
- Strong knowledge and hands-on experience with legacy systems, flat files, mainframe‑extracted data, and structured or unstructured datasets.
- Experience supporting data mapping and crosswalk analysis across the organization and vendors, with the ability to interpret legacy formats and data dictionaries.
- Understanding of data conversion requirements such as retention needs, cutover sequencing, and identifying required data elements; familiarity with ETL processes, reconciliation, encrypted file validation, SFTP structures, and source‑to‑target relationships; ability to document extraction logic and validation rules; effective cross‑organization coordination; and the ability to resolve data inconsistencies and quality issues; plus knowledge of government data retention.
- Minimum three (3) years of experience supporting field mapping, crosswalk analysis, and data validation during conversion efforts, including troubleshooting data quality issues such as blob-size anomalies and variable-length errors.
- Three (3) years of experience participating in organizational coordination activities, including file reviews and data dictionary prioritization, and working with encrypted test files and regulated data.
- Three (3) years of experience working with legacy and relational data technologies such as mainframe environments, DB2, FOCUS, Oracle, and Microsoft SQL Server.
- Bachelor’s degree in computer science, information systems, data science, engineering, or a closely related field. Additional qualifying experience may be substituted for the required education on a year‑for‑year basis.
