Job Description

The Data Engineer III at Inland Empire Health Plan designs and delivers data solutions, leads data transformation initiatives, and contributes to data architecture. The role emphasizes adherence to coding standards, efficient solution delivery, and collaboration with multiple departments to meet member needs.

Responsibilities

  • Design, build, and deploy robust data solutions aligned with business requirements.
  • Maintain artifacts such as data flow diagrams, user process maps, and technical design documents.
  • Identify data trends and develop algorithms to enhance raw data for IEHP.
  • Create and sustain optimal data pipeline architectures that satisfy security standards.
  • Identify and implement internal process improvements, automating manual tasks, optimizing data delivery, and redesigning infrastructure for scalability.
  • Develop best practices for database design and development.
  • Develop complex functions, scripts, and services to support the Data Services team.
  • Ensure data solutions meet organizational standards and performance criteria.
  • Operate with minimal supervision and maintain autonomy in judgment.
  • Perform code reviews.
  • Provide direction and mentorship to junior engineers (Levels I and II).
  • Act as a subject matter expert on key business projects.
  • Recommend enhancements to current Data Services processes as needed.
  • Deliver detailed analyses of data issues, data mapping, and automation strategies to improve data quality.
  • Evaluate and integrate new technologies with existing applications to enhance design and functionality.
  • Maintain proficiency in RESTful web services, C#.NET, T-SQL, XML, JSON, and related languages and frameworks.
  • Develop and automate solutions to consume data from multiple sources, including external APIs.
  • Write and modify code in Java, JSON, Python, and Spark to support data warehouse solutions.
  • Design and deploy enterprise-scale cloud infrastructure solutions.
  • Research, analyze, and select technical approaches to address complex development and integration challenges.
  • Collaborate with Data and Engineering teams to design best in class Azure implementations.
  • Communicate clearly and regularly with management, colleagues, and domain units.

Requirements

  • A minimum of eight years of experience provisioning, configuring, and developing solutions across Azure Data Lake, Azure Data Factory, Azure SQL Data Warehouse, Azure Synapse, and Cosmos DB.
  • Eight years implementing software development methodologies.
  • Eight years working with relational databases.
  • Experience performing root cause analyses on internal and external data and processes.
  • Experience using source control and management tools including Azure DevOps and GitLab or GitHub.
  • Experience translating requirements into design concepts and ERDs with Visio or similar tools.
  • At least five years of hands-on experience with cloud orchestration and automation tools, and CI/CD pipeline creation.
  • Bachelor’s degree in a quantitative field (Computer Science, Statistics, Mathematics, or Engineering) from an accredited institution.
  • DevOps experience; Python, Java, or JSON experience; HL7/FHIR familiarity is a plus.
  • Knowledge of applicable data privacy practices and laws.
  • Familiarity with common SDLC models including Waterfall and Agile (Scrum and Kanban).
  • DevOps practices.
  • Experience with NoSQL databases such as MongoDB and other technologies.
  • Experience with relational databases such as MS SQL Server.
  • Proficiency in at least one scripting or programming language such as Python.
  • Experience with message queuing, stream processing, and scalable big data stores.

Work Model and Location

Location: California with a hybrid work arrangement.

Hybrid schedule details: on site required Tuesday, Wednesday, and Thursday, with remote work on Monday and Friday.
