Job Description

As part of the NYC Department of Transportation’s Bike Share & Shared Mobility unit, this Data Scientist role supports planning and oversight of Citi Bike and other shared micro-mobility services. You will conduct analytics and research, create dashboards, and translate data into insights that help shape program decisions, including future reimagination work through 2029.

What you’ll do

  • Conduct research and analysis to inform current and future bike share and shared mobility planning
  • Build predictive models to address complex program questions and anticipate future needs and behavior, including simulations of pricing impacts on ridership and system revenue
  • Produce reports and briefing materials derived from the databases that support the bike share and shared mobility systems
  • Monitor vendor compliance with governmental regulations, DOT policies, and contract terms
  • Handle ad hoc data requests accurately and quickly for internal and external stakeholders
  • Develop and maintain dashboards to deliver insights to internal teams, including work using Power BI
  • Translate data into clear narratives for senior staff, managers, and staff by emphasizing both what the results show and why they matter
  • Research and evaluate best practices for bike share technology, hardware, and data infrastructure to support leadership in defining technical specifications for the future of bike share in NYC
  • Collaborate with leadership and teams across Operations, Planning, and Policy to align analytics and research with organizational priorities
  • Provide evidence-based recommendations for system planning, management of existing service areas, and future policy decisions
  • Serve as a trusted advisor by building strong working relationships across internal stakeholders
  • Monitor data quality, identify issues, and maintain data integrity
  • Document data management procedures, including data dictionaries and business rules
  • Plan, design, maintain, and support unit internal databases

Required qualifications

  • Master’s degree from an accredited college or university (Assignment Level I: in an appropriate field of physical, biological, or environmental science or public health)
  • For Assignment Level II and above: either a doctorate with specialization in an appropriate field, plus one year of full-time experience in a responsible supervisory, administrative, or research capacity, or a master’s degree plus three years of responsible full-time research experience in the appropriate field
  • Education and/or experience equivalent to the stated criteria is acceptable, with the requirement that candidates have at least a master’s degree in an appropriate field and at least two years of the experience described above
  • Two years as a City Research Scientist Level I can substitute for the experience required in the outlined criteria
  • Minimum probationary period of one year
  • New York City residency is generally required within 90 days of appointment

Preferred skills

  • Mastery with spreadsheets and at least one coding language (Python, R, or similar) for data manipulation
  • Experience querying, cleaning, and maintaining large relational databases using SQL
  • Experience with data visualization tools such as Power BI and/or Tableau
  • Strong familiarity providing statistical support, including contributions to statistical methodology, study design, and data analysis
  • Proficiency with presentation slides and the use of visualization tools, including maps and memos for static and interactive graphics that support fact-based decision making
  • Ability to connect complex data trends to broader policy considerations and tailor analysis products to operations and planning needs
  • Excellent interpersonal, analytical, research, presentation, written, and oral communication skills
  • Flexibility and comfort working as part of a team
  • Experience or interest in transportation planning, logistics, bike share, micro mobility, cycling, and working with or in the public sector

Compensation and location

  • Location: Manhattan, NY (onsite)
  • Salary: USD 87,743 - 110,120 per year
  • Minimum experience: 2 years
