The Norland Group is hiring a Senior Operations Data Analyst (Power Platform) for a 5-month contract in Oakland, CA (onsite). This role focuses on turning operational and compliance needs into scalable reporting, automation, and user-centered Power Apps and Power BI solutions that improve visibility for risk, governance, and executive decision-making. If you enjoy managing complex data work end-to-end, from analysis through deployment, this position supports timely delivery within budget while maintaining enterprise standards.

What you’ll do
- Lead complex data analysis, dashboarding, automation, and Power Apps development projects from request through presentation of results, with limited supervision to ensure delivery on time, within budget, and aligned to business objectives.
- Design, develop, test, deploy, and support Canvas and Model-Driven Power Apps to improve operational efficiency, structured data capture, workflow visibility, compliance tracking, governance processes, and field or office operations.
- Create intuitive, user-centered app experiences with clear navigation, effective screen design, role-based functionality, embedded business rules, validation logic, forms, galleries, approvals, and data-entry controls to reduce manual work and improve data quality.
- Integrate Power Apps with SharePoint Online, Dataverse, Power Automate, Microsoft 365, Teams, Outlook, Excel, SQL databases, APIs, and Power BI to build connected end-to-end solutions.
- Apply Power Apps governance and solution lifecycle practices, including documentation, testing, version control, environment strategy, permissions, access controls, and support to keep apps scalable, secure, and maintainable.
- Develop analyses, reports, dashboards, scorecards, and data models by processing, cleaning, validating, and analyzing data to produce findings, trends, profiles, KPIs, and actionable insights tailored to audiences.
- Build and maintain Power BI dashboards and executive reporting solutions for risk, compliance, governance, and performance management, including self-service analytics products.
- Design scalable semantic models using datasets and dimensional modeling (star schema with fact and dimension tables), DAX-based measures, time intelligence, running totals, period-over-period comparisons, and performance optimization for large data sets.
- Implement Power Automate workflows for approvals, notifications, document management, data refreshes, reporting processes, and other repeatable activities connected to Power Apps and enterprise reporting.
- Handle complex data extracts, list pulls, data transfers, and integration work while enforcing accuracy, consistency, quality, governance, and appropriate security controls.
- Support secure intelligence and reporting through row-level security, data governance controls, lifecycle management practices, and reporting standards.
Collaboration and delivery
- Gather and document requirements, facilitate stakeholder workshops and solution design sessions, translate business needs into technical requirements, prototype concepts, and support user training and knowledge transfer.
- Produce clear, concise, and actionable presentations for clients, business partners, and leadership audiences, including findings and recommendations.
- Identify opportunities for ongoing improvement in Power Apps development, automation, analytics, data quality, database enhancements, and process optimization.
What you’ll need
- Authorization to work in the US for any employer without Sponsorship.
- 4 years of related experience in data analysis, business intelligence, reporting, operations analytics, database management, automation, Power Apps development, or application development.
- Experience designing, building, deploying, and supporting Canvas or Model-Driven Power Apps in a business or enterprise setting.
- Experience developing Power BI dashboards, enterprise reporting solutions, data models, or KPI scorecards.
- Strong preference for Power Platform experience including Power Apps, Power Automate, Dataverse, SharePoint Online, and Microsoft 365.
- BA/BS degree in Marketing, Business, Computer Science, Engineering, Data Analytics, Information Systems, or a related field, or equivalent work experience.
- Advanced skills in Microsoft Excel and Access (complex formulas, graphing, VBA, data manipulation, and reporting automation).
- Advanced ability writing SQL queries using Oracle, Business Objects, SQL Server, or related technologies.
- Proficiency in Power Apps (Canvas apps, Model-Driven apps, forms, galleries, components, connectors, formulas, validation logic, role-based functionality, testing, deployment, documentation, and user support).
- Proficiency in Power BI and DAX, including Power Query, semantic models, star schema design, fact and dimension tables, relationships, and dashboard design.
- Proficiency with Power Automate plus integrations and workflow concepts across SharePoint Online, Dataverse, Microsoft 365, Teams, Outlook, and Excel.
- Familiarity with Power Platform governance, application lifecycle management, environment strategy, security roles and permissions, solution packaging, release management, and maintainability.
- Familiarity with ETL/ELT, REST APIs, data warehousing, data governance, data quality controls, and row-level security.
- Familiarity with utility operations and/or environments involving compliance, risk management, audit, governance, or executive reporting.
- Preferred: knowledge of UNIX shell programming and/or base-SAS, Visual Basic, Perl, C, Azure Data Factory, Azure SQL, Synapse Analytics, or Microsoft Fabric.
- Strong organization and prioritization skills with the ability to manage multiple projects and meet deadlines with limited supervision.
- Strong communication and presentation skills to tailor findings to technical and non-technical audiences, plus facilitation and stakeholder management experience.
