This onsite role in Richmond, VA with the Virginia Department of Transportation provides the chance to influence statewide planning and performance initiatives through data driven analysis, reporting, and data management. You will collaborate with the Information Technology Division and external partners, support regulatory compliance, and help deliver data services that empower decision makers across the organization.

Responsibilities

  • Plan, manage and coordinate designated activities related to assigned program area(s).
  • Research and analyze the statewide business relative to planning, performance measures, customer feedback, and performance improvements, and communicate results.
  • Support programmatic analysis, reporting, and data management by developing and maintaining databases and data services needed to support the business.
  • Respond to ad hoc requests for information.
  • Perform all functions in compliance with state regulations and policies.
  • Function as technical liaison support to the Information Technology Division (ITD) and external partners and demonstrate high proficiency in computer software applications with some programming capabilities.
  • Business Reporting: Create and update reports to support management for the assigned program, report on performance and metrics, and develop and propose new reports as needed to address stakeholder needs.
  • Data Management: research, compile, organize, and analyze large data sets from various systems and sources; revise and update existing databases, add new data fields, and document improvements to data, systems, and processes.
  • IT Liaison: Identify and adopt technology to support business groups; collaborate with IT professionals to create, test, and align technology with business processes.

Requirements

  • Ability to communicate effectively in both oral and written form with diverse audiences.
  • Demonstrated skill developing and managing large data sets and integrating data from different sources and platforms.
  • Knowledge of database development theory, data management, business process improvement, and performance management.
  • Proficient use of Microsoft Office products.
  • Some knowledge of the Software Development Lifecycle (SDLC).
  • Ability to apply logic and reasoning to identify and analyze problems and recommend solutions consistent with regulations and policies.
  • Ability to research, compile, and organize statistical data into clear and meaningful reports.
  • Ability to use SQL Server and write database queries in SQL.
  • Demonstrated skill developing and managing large data sets, integrating data from different sources and across different platforms.
  • Skill in oral and written communication to build effective relationships.
  • Knowledge of statistical analysis using SAS-R and experience with mathematical modeling.
  • Knowledge of statistical methods, data analysis, needs assessments, and business process evaluation principles.
  • Proficient use of Microsoft SharePoint, Teams, Excel, Power BI, etc.
