Job Description

Senior Supervisor Business Data Analyst role with the Virginia Department of Transportation (VDOT) in Richmond, VA, supporting data-driven decision-making and program performance.

Responsibilities

  • Lead and manage a team of data analysts supporting assigned program areas and daily data activities.
  • Direct analysts in applying business knowledge and technical expertise to build tools that enable data-driven decisions.
  • Oversee development of reporting to track program performance and improve daily workflows and products in accordance with state and federal regulations and policies.
  • Address ad-hoc information requests and support programmatic analysis, reporting, and data management.
  • Act as the technical liaison with ITD.
  • Ensure reporting and analytical systems comply with requirements by assessing risks, auditing, and reconciling system activities.
  • Oversee creation of business reporting tools and analysis needed for Division business functions.
  • Collaborate with cross-functional teams and initiatives to maintain consistency, performance, and reliability of analytical tools developed by others.
  • Manage escalated customer support situations when required.
  • Participate in building multi-functional teams to create new processes or enhance existing processes; document procedures and business rules, including serving as Division point of contact with ITD.
  • Promote innovation among staff to develop new products and services.
  • Manage projects to meet business goals and outcomes, including scoping, scheduling, resource planning, communication, and delivery of required outputs.
  • Serve as a subject matter expert and/or provide management support for special projects and initiatives.

  • Ability to plan and organize staff and activities.
  • Ability to proactively identify problem areas and facilitate collaborative problem-solving to reach solutions consistent with regulations and policies.
  • Ability to represent the Division and Department in various forums.
  • Knowledge of the Software Development Lifecycle (SDLC).
  • Knowledge of interrelationships among project data, including phases, schedules, and estimates.
  • Knowledge of theory and principles of database development, data management, business process improvement, and performance management.
  • Proficient use of Microsoft Office products.
  • Skill developing and managing large data sets and integrating data from different sources across different platforms.
  • Knowledge of business process improvement and performance management.
  • Skill in applying logic and reasoning to identify and analyze problem areas and recommend solutions consistent with applicable regulations and policies.
  • Skill in oral and written communication to build effective relationships.
  • Skill in working with business and financial information systems.
  • Skill in Microsoft platforms including Excel, SharePoint, Teams, and Power BI.

Additional Considerations

  • A combination of training, experience, or education in Public Policy, Business Administration, Finance, or a related field desired.
  • Experience in planning, business administration, financial data analysis, and software development.
  • Experience supervising or directing the work of staff or teams.
