Job Description

This onsite role, Senior Broadband and Digital Equity Data Analyst with GIS expertise, supports DC Government in data collection, geospatial analysis, and evaluation to advance broadband planning and digital inclusion. Location: Washington, DC. Compensation: USD 60 - 65 per hour.

Responsibilities

  • Oversee geospatial data collection and statistical analysis related to broadband and digital equity.
  • Support the development of a statewide broadband plan with goals and objectives to expand coverage and capacity for all DC residents.
  • Engage in advisory and stakeholder workgroups to inform planning, mapping, and spending priorities for digital inclusion.
  • Assist stakeholders in identifying and addressing barriers to broadband deployment and adoption.
  • Contribute to the design, implementation, and analysis of policy and program evaluations, including randomized controlled trials and quasi-experimental analyses as appropriate.
  • Monitor and assess the implementation of state broadband and digital equity plans.
  • Assist in preparing required state and federal reports.
  • Provide assessments of technical and operational practices based on leading industry standards for relevant technologies.
  • Plan, organize, and conduct research across areas such as new or existing products, science, social science, law, or business to support IT initiatives.
  • Source information from reference works, literature, documents, newspapers, statistics, and other materials; utilize Internet, intranet, magazines, journals, and related media for research.
  • Analyze data and information to produce reports and studies for use by professionals.

Requirements

  • Strong written and verbal communication skills; a writing sample may be requested.
  • Ability to conduct independent research on complex policy, economic, financial, or technical issues.
  • Advanced statistical analysis capabilities.
  • Expert GIS skills with five or more years of experience using Esri tools (ArcGIS Online, ArcGIS Pro, etc.).
  • Extensive experience with Business Intelligence and statistical modeling tools.
  • Proficiency in at least one statistical programming language (R, Python, Stata, SAS, or similar).
  • Ability to write clear, concise reports and materials for diverse audiences.
  • Strong time management and ability to meet deadlines.
  • Demonstrated ability to develop cooperative, effective working relationships with multiple stakeholders.
  • Mastery of Microsoft Office suite (Excel, Word, Access, Outlook).
  • Bachelor of Science degree from an accredited college or university in geography, engineering (mechanical, electrical, civil) or another technical field.
  • Six years or more of professional experience with progressively responsible roles.
  • Strong organizational skills and ability to adapt to changing priorities with urgency and accountability.
  • High standard of personal and professional ethics.
  • Master of Science degree from an accredited college or university in geography, science, engineering, or information technology.
  • Professional experience related to the broadband or telecommunications industry and/or digital inclusion data is preferred.
