Job Description

The Metropolitan Transportation Authority (MTA) is seeking a Senior Data Analyst to support tolling strategy and analysis for the Congestion Relief Zone (CRZ) tolling program and TBTA’s nine bridges and tunnels. In this hybrid role based in New York, NY, you will develop analytics that evaluate tolling operations, performance, and impacts, and translate quantitative findings into clear insights for operational and senior management.

What you’ll do

  • Develop and maintain analytical frameworks, metrics, and tools to evaluate tolling operations and the performance of TBTA facilities and the CRZ tolling program.
  • Design data infrastructure and automation to extract, transform, validate, and load tolling and transportation data into a centralized data lake and other analytical environments.
  • Analyze operational performance using statistical and quantitative methods across traffic volumes, travel speeds, toll transactions, revenue, vehicle characteristics, and other relevant datasets to surface trends, anomalies, and shifts in operating conditions.
  • Investigate underlying drivers behind changes in traffic, revenue, tolling system performance, and other key operational measures.
  • Develop and apply analytical methods to assess CRZ impacts on traffic patterns, travel conditions, revenue, the transportation network, environmental conditions, and other program objectives.
  • Create dashboards, visualizations, analytical models, and decision-support tools that help TBTA and CRZ leadership monitor conditions, explore trends, and address operational questions.
  • Ensure analytical integrity by establishing and documenting methodologies, performing data-quality checks, validating results, and reviewing code and analysis produced by other team members.
  • Translate large and complex datasets into clear findings, trends, and recommendations usable by operational and senior management.
  • Collaborate with data owners and technology teams to obtain timely dataset access and to understand data definitions, methodologies, limitations, and appropriate analytical use.
  • Provide analytical findings, visualizations, and supporting data for CRZ program reports and other internal or public-facing communications, as needed.
  • Perform other duties as assigned, comply with policies and standards, and support related work such as contractor oversight when applicable.

Qualifications

  • Bachelor’s Degree (BA/BS) in Arts/Sciences in Computer Science, Mathematics, Statistics, Finance, Engineering, Transportation Planning, or a related discipline. An equivalent combination of education and experience may be considered.
  • Minimum 5 years of full-time professional experience in data analytics, data science, computer science, statistics, transportation planning, policy analysis, or a related analytical field.
  • Minimum 3 years of full-time professional experience applying data analytics, quantitative methods, or statistical analysis to transportation, tolling, infrastructure, public policy, or other complex operational environments.
  • Demonstrated knowledge building interactive data visualizations.
  • Strong programming skills for analytics, preferably Python and SQL.
  • Exceptional ability to read and write code, edit existing scripts, and understand transformations being executed.
  • Exceptional ability to interpret data.
  • Ability and willingness to learn new skills, including Python packages, software, or additional programming languages.
  • Ability to work in a multi-paced environment with flexibility, manage multiple assignments, and meet deadlines.
  • Excellent project management and/or organizational skills.
  • Strong written and verbal communication skills for non-technical audiences, including translating technical information into clear, concise communications.

Salary

USD 77,059 - 96,324 per year.

Preferred qualifications

  • Master’s degree (MA/MS) in a related field (MA, MS, MBA).
  • Demonstrated working knowledge with Streamlit, Power BI, or Tableau.
  • Demonstrated working knowledge with geospatial analysis such as GIS or GeoPandas.
  • Demonstrated working knowledge with Apache Airflow.
  • Familiarity with CBDTP and congestion pricing concepts.
  • Familiarity with transportation and/or urban planning theory and practice.
