Job Description

The Emery Company is seeking a Senior Data Analyst with a focus on AI to guide the development, deployment, and governance of advanced analytics initiatives in the local government space. This hybrid role in Houston emphasizes responsible AI, cross-department collaboration, and translating complex data insights into clear executive reporting. The position blends technical leadership with a strategic focus on making services more efficient and accountable for the community.

Responsibilities

  • Develop machine learning models, predictive analytics, natural language processing tools, and AI powered automations.
  • Oversee end-to-end model development from data acquisition and feature engineering through training, validation, deployment, and monitoring.
  • Apply responsible AI frameworks to ensure fairness, transparency, explainability, and accountability.
  • Maintain data quality standards, metadata practices, and comprehensive model documentation.
  • Collaborate with IT and Cybersecurity teams to ensure secure handling of sensitive and regulated data.
  • Support the creation of AI ethics guidelines, model risk management practices, and enterprise data governance efforts.
  • Identify opportunities to leverage AI to enhance services, reduce costs, and improve community outcomes.
  • Translate complex analytics into actionable insights for executive leadership and non-technical audiences.
  • Provide mentorship and technical guidance to analysts and departmental partners.
  • Design dashboards, automated reports, and data visualizations that communicate trends, forecasts, KPIs, and performance metrics.
  • Integrate AI-generated insights into reporting systems to enable real-time decision making and operational readiness.
  • Develop and maintain BI solutions such as Power BI to support transparency, readiness, and executive briefings.
  • Deliver production grade AI solutions that improve at least three resident-facing services or internal processes.
  • Establish and maintain a Responsible AI governance workflow, including model documentation, bias testing, human-in-the-loop review, and incident response procedures.
  • Create executive-ready dashboards for priority KPIs with near real-time, integrated insights.
  • Define data quality standards and metadata practices that support MLOps pipelines.

  • Building machine learning models: 3 years (Required)
  • AI-powered automations and AI frameworks: 3 years (Required)
  • Sr. Data Analyst - AI: 3 years (Required)
