Behavioral Health Fiscal Information and Data Analyst (WMS2/FS)
Job Description

This non-supervisory Fiscal Information and Data Analyst position supports planning, budget analysis, and management of the statewide Behavioral Health program budget, approximately $2.6 billion, delivering advanced financial analysis to executive leadership and shaping Medicaid rate setting, AI/AN programs, and legislative processes.
Responsibilities
- Coordinate multiple high-priority assignments and resources, taking initiative to resolve issues or suggest alternative approaches when appropriate.
- Partner with outside agencies and external staff on routine and ad hoc tasks, primarily to gather information and perform analysis.
- Provide expert budget, program, and system planning and analysis for statewide Behavioral Health programs, supporting community mental health and substance use disorder services in line with executive policies.
- Create and utilize complex databases, spreadsheets, tables, graphs, and tracking systems including AFRS, Enterprise Reporting, and ad hoc tools like Web Intelligence to extract, summarize, and evaluate fiscal data.
- Prepare and manage biennial and supplemental budgets for assigned programs within the Statewide Behavioral Health portfolio.
- Develop and update financial models in a multi-system environment and reconcile data used for budget requests and fiscal notes to keep information current.
- Monitor and analyze Agency expenditures for Behavioral Health programs, comparing them to budgets, forecasts, and projections to ensure adherence to budgetary allotments.
Requirements
- Option 1: Bachelor’s degree in public administration, healthcare administration, finance, accounting, business, or related field plus three or more years of professional experience with large, complex financial systems in the behavioral health or health care sector.
- Option 2: Associate degree from an accredited institution and five years of professional experience with large, complex financial systems in the behavioral health or health care field.
- Option 3: Seven years of professional experience with large, complex financial systems in the behavioral health or health care field.

- Analytic & Technical Skills: Expert or advanced proficiency in Microsoft Excel with experience designing complex models, structuring data for pivot tables, and building nested formulas.
