The Medicaid Transformation Fiscal Information Data Analyst supports the Medicaid Transformation Project by tracking a budget of about $2.5 billion over the biennium and providing leadership with regular financial reporting. This hybrid role is based in Olympia, WA, with telework eligibility and on site requirements for training and as needed.

Responsibilities

  • Apply advanced budgeting, research, and analytic expertise to the Medicaid Transformation Waiver
  • Prepare and submit financial reports to demonstrate compliance with HCA and CMS reporting requirements
  • Develop budgets for waiver administration, services, and transformation projects, including drafting decision packages, cost models, and budget allotments
  • Review and approve agency budget requests related to project staffing and contracts
  • Track and report waiver expenditures against established budgets
  • Monitor and calculate Intergovernmental Transfer IGT activity used to fund project expenditures
  • Present regular financial updates to Medicaid Transformation Project leadership
  • Conduct highly specialized research and data analysis to ensure adequate funding for waiver administration, services, and transformation initiatives, in coordination with the Demonstration Finance Section Manager

About the Financial Services Division

The Financial Services Division partners with other HCA divisions and external stakeholders to provide strategic financial guidance for Apple Health, CBH, PEBB, and SEBB programs. FSD also oversees budgeting and compliance functions for Washington State's largest operating budget.

About the position

The Medicaid Transformation Fiscal Information Data Analyst conducts research and fiscal analyses of a highly specialized nature across agency divisions to ensure accurate budgeting, monitoring, and reporting of 1115 Medicaid Transformation funds. The role manages the administrative and services budgets for assigned MTP programs and exercises independent judgment in budgeting and monitoring activities.

Location and work arrangement

Location: Olympia, WA. Hybrid work arrangement with the possibility of telework; on-site presence required one day per week during training and as needed.

Compensation

Salary range: USD 81,348 - 113,880 per year.
