Job Description

Senior broadband and digital equity data analyst focused on data collection and analysis for Tech Together DC to advance broadband capacity and digital inclusion in Washington, DC.

Responsibilities

  • Monitor and leverage publicly available broadband and digital equity data from the FCC, NTIA, and other authoritative sources
  • Lead geospatial data collection and statistical analysis related to broadband and digital equity
  • Contribute to the development of a statewide broadband plan with goals to expand coverage and capacity for all DC residents
  • Participate in advisory and stakeholder workgroups to inform planning, mapping, and spending priorities for digital inclusion
  • Assist stakeholders in identifying and overcoming barriers to broadband deployment and adoption
  • Support the design, implementation, and evaluation of policy and program initiatives, including randomized controlled trials and quasi-experimental analyses
  • Monitor progress and measure implementation of state broadband and digital equity plans
  • Assist in preparing required state and federal reports

Requirements

  • 6+ years as a subject-matter expert in broadband and digital equity data analysis
  • 6-10 years of experience handling complex enterprise level projects
  • Bachelor of Science in geography, engineering (mechanical, electrical, civil) or another technical field
  • Master’s degree in information technology or related field or equivalent experience
  • Expert GIS skills with 5+ years using Esri tools (ArcGIS Online, ArcGIS Pro, etc)
  • Strong background in business intelligence and statistical modeling
  • Proficiency in at least one statistical programming language (R, Python, Stata, SAS, or similar)
  • Ability to conduct independent research on complex policy, economic, financial, or technical topics
  • Mastery of Microsoft Office (Excel, Word, Access, Outlook)
  • Professional experience related to the broadband or telecommunications industry and/or digital inclusion data

  • Plans, organizes, and conducts research across areas such as new or existing products, science, social science, law or business to support an IT initiative
  • Sources information from reference works, literature, documents, newspapers, statistics, and other materials; may use internet or intranet resources
  • Analyzes information and statistical data to prepare reports and studies for professional use

  • Salary: USD 55 - 60 per hour
