Job Description

West Virginia Department of Education is hiring an on-site Coordinator, Data Analyst in West Virginia to support education improvement through data analysis, reporting, and actionable insights.

Responsibilities

  • Collects, compiles, validates, and analyzes data from West Virginia Education Information System (WVEIS) and other sources (including assessment datasets) for required reporting, research, analyses, exploration, and approved internal/external requests.
  • Supports required state and federal reporting, including routine state reporting, required federal reporting, and legislative mandates.
  • Creates customized reports and datasets for ad hoc data requests and approved research projects.
  • Builds dashboards, reports, visualizations, and related resources to support WVDE transparency efforts and strategic, operational, and instructional decision-making across state, district, and school levels.
  • Monitors key indicators tied to student achievement, attendance, discipline, graduation, and other educational processes and outcomes.
  • Conducts analyses to identify meaningful improvements and opportunities for additional growth related to key indicators.
  • Finds data errors, discrepancies, and other data quality concerns and provides guidance for correction.
  • Recommends and implements rigorous data validation and verification protocols to ensure accuracy, consistency, and integrity.
  • Presents findings from data analyses and data entry/validation procedures using clear, understandable formats for diverse audiences.
  • Supports development and revision of documentation and training materials for data stewards and stakeholders, covering data standards, high-quality data entry, analysis and use, and navigation of:
    • ZoomWV (public-facing)
    • ZoomWV for Educators (ZoomWV-e) (secure internal platforms for state and local education staff)
  • Works across multiple database platforms, including relational engines (SQL Server, PostgreSQL, MySQL, SQLite, DB2) and unified analytics environments such as Microsoft Fabric (SQL, Warehouse, and Lakehouse implementations).
  • Collaborates with data governance initiatives by contributing technical expertise to establish and implement standards for data definition, entry, access, and use.
  • Complies with applicable privacy laws, including FERPA and WVBE Policy 4350, along with relevant state laws.
  • Performs other assignments as needed by the State Board of Education, Associate/Assistant Superintendent, and the State Superintendent of Schools.

Requirements

  • 3+ years of experience in data analytics, data analysis, reporting, educational research, or a related field required.
  • Bachelor’s degree in Data Analytics, Statistics, Information Systems, Computer Science, Mathematics, Education, or a related field required; master’s degree preferred.
  • Experience working with large datasets and multiple data systems/platforms required; database management experience preferred.
  • Experience in PK-12 education or public sector agencies preferred.
  • Microsoft data tools proficiency required, including advanced Excel formulas, pivot tables, and data modeling.
  • Experience analyzing, interpreting, and presenting data using statistical techniques, reports, dashboards, and visualizations with Power BI, Tableau, or similar tools.
  • Programming/scripting experience preferred, including SQL, Python, JavaScript, HTML, CSS, or similar technologies.
  • Ability to produce clear, accurate, well-organized documentation (business rules, technical specifications, and support materials).
  • Ability to communicate technical and non-technical information effectively to agency staff, partners, and the public.
  • Education data knowledge preferred, including local/state/federal reporting systems and requirements; familiarity with educational accountability systems and/or student early warning systems (or other predictive analytics) desired.
  • Knowledge of data privacy, security, and confidentiality requirements preferred, including FERPA and PPRA.
  • Understanding of data governance and data quality practices to support operational and strategic decision-making.
  • Strong analytical, organizational, problem-solving, and written/verbal communication skills required.

Salary

  • USD 88,193 - 95,193 per year

Physical Requirements

  • Classified as sedentary work with prolonged sitting (6-8 hours daily) at a desk or computer workstation.
  • Occasional standing/walking short distances within the office.
  • Lifting/carrying up to 10 pounds occasionally.
  • Close visual acuity for reading documents and computer screens.
  • Clear speaking/hearing for communication and repetitive wrist/hand motions.

  • Full-time, on-site role based in Charleston, WV; remote work options are not available.
  • Understands work assignments may change or be added as departmental priorities evolve.

Employment Relationship

  • Department of Education staff are state employees upon recommendation of the State Superintendent of Schools.
  • No representative or employee is authorized to enter into employment contracts or other agreements.
  • Work is performed under the direction of the State Superintendent of Schools for general supervision of free schools in the state and implementation of board policies, plus other tasks as determined by the State Superintendent or designee.
  • Employment is at-will and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause, or compensation.
  • Either party may terminate the employment relationship between the State Superintendent of Schools and the employee.
  • Termination reasons may include, but are not limited to: immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, felony conviction or guilty plea/no contest to a felony charge, misuse of funds or property, violations of law or state board policies, lack of need, or lack or loss of funding.
