Job Description

Harris County Flood Control District offers a data driven role that emphasizes impact, collaboration, and growth. This onsite Data Analyst position centers on ensuring data integrity across project data, building actionable reports, and mentoring teams on project controls. You will work closely with GIS, Communications, and technical services to deliver consistent visualizations for stakeholders, while contributing to data modeling and continuity initiatives. This role is based in Houston, on-site at 9900 Northwest Freeway.

Responsibilities

  • Create and maintain reports and metrics using District applications such as Power BI and Unifier, integrating with in-house and legacy data for historical context.
  • Prepare reports for ongoing monitoring and progress of District projects and operations.
  • Generate ad hoc emergency reports as needed.
  • Collaborate with GIS and Communications to ensure consistent data reporting and visualization alignment for stakeholders.
  • Maintain a data warehouse of project data with continuous monitoring to safeguard data integrity.
  • Meet regularly with District management and staff to assure data integrity, provide compliance reports, and offer guidance to Technical Services to address data gaps.
  • Support initiatives to reconfigure or implement applications for data modeling continuity.
  • Interface with stakeholders, subject matter experts, supervisors, and vendors to identify department needs.
  • Coordinate and conduct meetings with internal and external project team members to address issues affecting project delivery.
  • Work with the District Technical Services Department, GIS Department, and HCUS project teams to review deliverables and ensure solutions meet business requirements and timelines.
  • Maintain quality service by adhering to District policies and methodology.
  • Assist with business processes and policy development for continuous improvement initiatives.
  • Take on additional responsibilities as required to adapt to evolving district needs and objectives.

Requirements

  • High school diploma or GED equivalent
  • Minimum five (5) years of experience in the project controls industry with direct project reporting experience
  • Valid Class C Texas Driver’s License
  • Excellent verbal and written communication skills for professional interaction with executives, managers, subject matter experts, coworkers, and governmental representatives
  • Strong analytical and project controls capabilities, including analyzing project data to inform plans that optimize delivery
  • Proficiency with Microsoft Excel and Power BI
  • Knowledge of data warehousing, data analytics, and business intelligence
  • Knowledge of GIS systems related to geolocation usage for visualization of project data
  • Working knowledge of Primavera Unifier and Primavera P6, along with Power BI for analytics and reporting
  • Ability to thrive in a fast paced environment with diverse reporting needs
  • Ability to work independently with limited supervision and general review
  • Strong multitasking, organization, and prioritization skills
  • Ability to make independent judgments with potential impact on employees and the organization
  • Capability to write and record notes of activity and accurately complete required forms and documentation
