Job Description

NYC Department of Finance is hiring two Senior Data Analyst roles within the Prop Tax Research/Analytics Department to support property tax policy impact analysis and data quality efforts.

Responsibilities

  • Maintain property and owner data integrity in the Property Tax System (PTS) through regular ad-hoc testing and reporting, then communicate results to the appropriate internal Division.
  • Independently investigate previously unused database tables to find new opportunities for property tax analysis and expand the team’s analytical capabilities.
  • Select, develop, and apply statistical and research strategies across real property tax projects.
  • Support development of sales-based market values for all property types in New York City.
  • Assist with impact analysis for proposed changes to property tax laws, valuation methodologies, new benefit programs, or modifications to existing ones.
  • Contribute to additional ad-hoc analysis for senior management and other City Agencies.
  • Assist with infrastructure development for Property Tax Research’s main analytical database.
  • Present research findings on a regular basis to the Executive Director and Deputy Commissioner.

Eligibility and Assignment Levels

  • Assignment Level I/II/III (special requirements apply): A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science.
  • Assignment Level I/II/III (alternative): A baccalaureate degree from an accredited college or university as described above, plus two years of full-time professional experience performing statistical analysis and programming work in related areas.
  • Assignment Level II eligibility: In addition to minimum requirements, at least one year full-time work experience in a related field or a master’s degree with at least 12 credits or three advanced courses in the listed disciplines.
  • Assignment Level III eligibility: In addition to minimum requirements for Level II, at least three years full-time work experience in a related field or a Doctorate degree with at least 12 credits or three advanced courses in the listed disciplines.
  • Minimum experience: 2 years (required).
  • Education: Master’s degree (or baccalaureate with required experience) in a related field.

Requirements

  • Strong quantitative foundation tied to social science, economics, statistics, data analysis, computer science, geography, sciences, technology, engineering, mathematics (STEM), or closely related fields.
  • Demonstrated fit for statistical analysis and programming experience in the areas described above for applicable assignment levels.

Preferred Skills

  • Strong programming skills in SAS or a similar language such as R or Python, plus experience with SQL.
  • Quantitative research skills and analytics intuition, including descriptive statistics, predictive/inferential statistics, fiscal forecasting, tax policy and economic theory, econometric methods, and valuation of assets.
  • Ability to test and validate integration of publicly submitted data into internal databases, including diagnosing and resolving data integration failures.
  • Experience with data quality control and reconciliation across large datasets within and across tables and application systems.
  • Ability to detect and document data inconsistencies, investigate possible causes, and evaluate fixes.
  • Curiosity and ability to understand database structures independently, even when documentation is limited.
  • Experience producing end-to-end reports: gathering requirements, merging data sources, manipulating and cleaning data, creating report templates, and delivering finalized reports that meet specifications.
  • Experience with PowerBI or ArcGIS for data visualization (preferred).
  • Experience presenting research findings to both technical and non-technical audiences.

Additional Information

  • Location: Manhattan, NY (hybrid).
  • Salary: USD 104,676 - 112,883 per year.
  • Federal law compliance: identity and work eligibility verification required upon hire.
  • Remote work: may be eligible for up to 2 days per week under the City’s Remote Work Pilot Program.
  • FTI access: position requires access to Federal Tax Information (FTI) and includes an additional background investigation before appointment.
  • Candidate(s) must pass the FTI background investigation as a condition of employment.
  • Public Service Loan Forgiveness: eligibility may apply as a prospective City of New York employee.
  • Residency requirement: New York City residency generally required within 90 days of appointment; certain City employees may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
