Job Description
Ramsey County offers a hybrid role in Plato, Minnesota, paying $39 to $58 per hour, focused on RMTS data analysis to support cost allocation, financial reporting, and compliance, with oversight of management analysis projects and reporting solutions.
Responsibilities
- Analyze Random Moment Time Study RMTS results to deliver clear, actionable insights that support cost allocation, financial reporting and compliance. Emphasizes quarterly data interpretation, trend detection, variance analysis, and presenting findings to leadership.
- Supervise management analysis projects by organizing and coordinating project teams across core functions; design methods for information transfer and manipulation; create reporting solutions from data; participate in staffing actions as appropriate.

- Plan and oversee large departmental projects by coordinating unit and user staff involved in management analysis activities.
- Coordinate interdivisional and interdepartmental management analysis efforts by setting scoping timelines, prioritizing work, gathering information, reviewing testing, modifying concepts, and validating final deliverables with department staff.
- Analyze business process needs to understand departmental functions, goals, and information requirements using established principles of system and management analysis.
- Continuously analyze requirements and design methods for transferring and manipulating information; build, run, and modify reports, including data mining and developing low to medium complexity queries.
- Lead Management Analyst teams on major systems development projects and serve as the primary analyst for multiple divisions.
- Oversee the use of sample data to test programs and coordinate redesigns to fix failures and verify design effectiveness.
- Conduct analytical studies using work distribution charts, flow charts, movement diagrams, and process charts to inform decision making.
- Prepare reports that define problems and outline plans for solutions and change implementation.
- Manage security access for departmental users to line of business and County-wide software.
- Develop and maintain training plans, curricula, guides, and job aids to ensure consistent use of solutions; coordinate user training when new systems or methods are implemented.
- Establish and maintain a systematic approach to forms design and control.
- Flexible workplace eligibility allowing a choice between in-office full-time or a flex schedule with at least two in-office days per week, with schedule flexibility beyond minimum expectations.
