Main Purpose of Job
The Data Analyst Manager serves as a strategic leader within the Division of Administration, overseeing administrative and operational activities that support organizational efficiency. The role converts departmental data into actionable insights while ensuring divisional units maintain fiscal and procedural integrity.
Key Responsibilities
- Provide strategic data governance and reporting.
- Manage core data collection, analysis, and reporting functions to present a clear view of departmental health.
- Monitor and report on program viability to ensure services meet quality standards and deliver a strong customer experience.
- Oversee monitoring activities to ensure compliance with legislative and program mandates.
- Lead the department's response to audit findings, driving timely and effective corrective action to reduce risk.
- Coordinate audit and monitoring visits and conference calls.
- Oversee and track corrective action responses and implementation.
- Coordinate discussions around monitoring and audit findings, including negotiating recommendations to address issues and improve operating efficiency in line with Federal, State, County Agency, and other applicable policies.
- Analyze performance metrics to identify gaps and consult with leadership on strategies to strengthen overall departmental outcomes.
Minimum Qualifications
- Education: Masterβs degree from an accredited college or university in Human Services, Social Work, Data Science, or Business Administration.
- Experience: Four years of experience directing quality assurance frameworks and compliance initiatives to ensure ongoing operational alignment with federal, state, and local regulatory mandates.
Desired Qualifications
- Three (3) years of experience cleaning, validating, and managing large, complex datasets with a focus on data accuracy and integrity, including experience with state or human services data systems (such as MDThink, CJAMS, OHEP, or HMIS).
- Three (3) years of experience conducting quantitative and qualitative analysis, performance monitoring, or program evaluation within government or public sector programs, including translating complex trends into actionable insights for non-technical leadership and stakeholders.
- Three (3) years of experience directing quality assurance frameworks and compliance initiatives to ensure ongoing operational alignment with federal, state, and local regulatory mandates.
Selection Process

If your education was obtained outside the U.S., you must provide a copy of the equivalent American education determined by a foreign credential evaluation service prior to hire.

- Personal Leave: new State employees are awarded six (6) personnel days annually (prorated based on start date).
